Job Description

The Cornwall Council Economic Growth Service and Cornwall and Isles of Scilly Local Enterprise Partnership (LEP) work together to deliver the ambitions of the Cornwall and Isles of Scilly Strategic Economic Plan (SEP).

This work takes place within the context of the UK leaving the EU, Cornwall Councils decision to declare a Climate Change emergency and the inclusive growth agenda. Over the coming year Cornwall and the Isles of Scilly will outline its new Local Industrial Strategy and learn to operate in a new funding landscape where the UK Shared Prosperity Fund replaces EU funding.

At this critical juncture strong economic policy is needed to clearly outline what these changes mean for Cornwall in order to guide Cornwall Council in responding to new challenges and opportunities. It is an excellent time to join the team with a big programme of important policy work ahead of us.

The post holder will be required to provide policy support for all elements of economic policy development and strategic programme leadership including EU programmes, future economic growth programmes and policy development linked to economic growth.

You will provide policy and strategic advice to Council leaders and senior officers as well as stakeholders on a range of key policy areas at a local, national and European level. This will include building an evidence base for Cornwall’s economic policy, working with internal and external stakeholders to establish Cornwall Council policy positions and lobby effectively on behalf of Cornwall.

In order to position Cornwall well in the current landscape of change, the policy team will have a clear focus on the following key areas:

• Regeneration and place policy
• Good growth with a focus on the blue and green sectors of the economy
• Cornwall’s place in the world

The policy holder will take a lead on one of the above focus areas depending on experience and interests.

This role is part funded by the European Regional Development Fund and European Social Fund. It is an agreed percentage of time attributed to supporting the Cornwall and Isles of Scilly Growth Programme (ERDF and ESF).   

About you

You will have knowledge and understanding of EU and government policy and legislation on economic growth and European and national funding structures and programmes.

You will have experience of analysing and presenting complex data and providing evidence based solutions. You will be able to draw upon your political awareness and understanding of the Councils and partners decision making processes.

This is a fixed term contract for 12 months to cover secondment and may represent a suitable secondment opportunity for existing Cornwall Council employees. If you wish to be considered for a secondment, please obtain your manager’s permission before applying.
